Manchester police make arrest for Spruce Street gunshots

MANCHESTER — A 25-year-old city man has been arrested, accused of firing at an SUV on Spruce Street last week.
Samuel Ramos Torres turned himself in to police about 9 p.m. Monday after police went to his home during the afternoon with a warrant for his arrest, a news release said.
Police called to 318 Spruce St. about 3 p.m. last Thursday found shell casings outside 312 Spruce St. Witnesses said they had seen a light-skinned man crouching between cars in front of 312 Spruce St. who began firing a gun at a black sports utility vehicle as it drove by heading east, police said.
Ramos Torres is charged with reckless conduct, being a felon in possession of a dangerous weapon and felonious use of a firearm.
He was arraigned Tuesday.
