Goffstown CIP committee wraps up for year, sends work to planning board

GOFFSTOWN — The Capital Improvement Plan Committee has completed its 2015-2020 work, wrapping up a summer of meetings Thursday night to decide future projects and purchases.

The committee voted 4-to-1 to approve the work and send it to the Goffstown Planning Board for final approval. Planning and zoning administrator Brian Rose said the work would be presented to the board at its Sept. 11 meeting.

Rose said that Chairwoman Barbara Griffin, who is also the committee’s planning board representative, would make a presentation to the board and any CIP members would be welcome to attend and make any suggestions or comments during the public hearing.

Rose said that “very few” of the items considered were moved out to later years. Items that were moved out include the parking lot expansion for the Goffstown police department, which was pushed to 2017; a town revenue collection office, which was moved to 2016; and an electronic message board for Parks & Recreation, which was pushed to 2017.

Rose also cleared up some confusion over a line in the proposals, which indicated that the average annual spending is estimated at $4 million for town projects after revenues for the next three to four years.

“That was just for the project’s line,” he said, explaining that the line had been misconstrued to be the total for vehicles and projects. “I didn’t have a vehicles and projects total right there,” so he added lines for those items.“You can see that total is more in the range of $5.5 million, and it goes up in the last few years,” Rose told the committee members.
