Officers were sent to the area of Buzzell and Lowell streets shortly after 11:30 p.m. for a report of two males possibly firing weapons in the area.
The unknown caller provided a description of the individuals and the direction they went.
Officer J.P. Makara arrived and immediately located two men fitting the description. Police identified them as Lwoki Loki, 19, and Richard Shout, 18, both of Manchester.
Loki was holding a a dark-colored firearm in his hand, resulting in Makara drawing his service weapon when approaching him.
