Salem selectmen sign off on having town property beautified by owner of adjacent property


SALEM — The owner of a property at the corner of Main Street and Route 28 is looking to beautify some town property in the effort to make its own property more attractive.

Selectmen have approved an agreement with a trustee from Trickett Realty Trust to landscape and plant flowers on a piece of town-owned property on Main Street.

The owner is proposing to reopen a gas station on the property at the corner of Main and Route 28. That proposal will be coming before the Planning Board in the near future, according to Town Manager Keith Hickey.

As part of the proposal, the owner wants to plant flowers, grass, and evergreen bushes on the adjacent town-owned Main Street property, Hickey said.

“The staff has proposed a revocable license for this person to allow for the plantings and the upkeep of the property,” said Hickey.

If there is a need for the town to use the property, it can notify the owner and retake control of it.

Selectmen supported the revocable license, but Selectman James Keller wanted it made clear that the only purpose of the license was to allow for improvements to the town property, not to hand the property over altogether to a private owner.

Selectman Stephen Campbell also recommended that the revocable license extend for five years, giving selectmen the option to review the agreement in the future.

“Things that have no end date do not get reviewed as often as things that do have an end date,” he said.
