'Public corruption!' protest challenges Portsmouth police for officers cashing in on elderly woman's will

PORTSMOUTH — George Dempsey was sweating under a noontime July sun on Thursday, when he held a handmade sign in Market Square that read, "Public corruption! Webber Case. Police Dept. Legal Dept. Have you no decency?"
