Salem duplex request on hold

SALEM — The Planning Board has continued a public hearing on a developer’s request to build a duplex on a subdivision lot on Cross Street.

Board members want to give Cedarcrest Development time to consult their attorney before making a decision on the request.

The developer is asking the board to amend a previous approval from 2011 that allowed a three lot subdivision of the 17.5-acre site. That approval was given to a previous applicant and allowed for only the construction of single-family homes on the property.

Since that time, two single family homes were built at 89 and 91 Cross St. However, the original applicant sold the third property, at 93 Cross St., to Cedarcrest Development.

Cedarcrest Development’s engineer, David Jordan of MHF Design, said Cedarcrest is looking to build a duplex rather than a single-family home on that property.

“Each of the lots is in excess of five acres,” said Jordan. “The land is in a rural district that allows for single family and duplex dwellings.”

The 93 Cross St. property also meets the town requirements for area and frontage for a duplex, according to Jordan.

However, several Planning Board members said there were hesitant to allow for a duplex on the property when the board voted to allow only single family homes in 2011.

Board member Linda Harvey said there were concerns at the time about wetlands on the property and safety associated with site distances along the road from the property.

Town Planning Director Ross Moldoff recommended the board deny the request for the duplex on the property.

Selectman Michael Lyons said the applicant might have a better chance at approval if it were to come in with an entirely new site plan for the property rather than trying to revise the site plan approved for the prior applicant.
