Manchester Crimewatch: City woman protests bail at arraignment

MANCHESTER — A city woman Thursday protested a proposed $2,000 cash/surety bail at her arraignment in Circuit Court-Manchester District Division.

Police said after Nichelle Nichols-Bell, 36, was arrested for trespassing at the Manchester Housing and Redevelopment Authority property at 198 Hanover St., she was found in possession of heroin during the booking process.

Police prosecutor Carrissa Pelletier said Nichols-Bell was barred from any MHRA property Jan. 19, 2013.Nichols-Bell protested: “I was walking across the parking lot.” She asked Judge William Lyons to set bail at personal recognizance, but Lyons set bail at the amount requested by the prosecutor, with conditions that bar her from any MHRA property. She was also required to return to the police department on Valley Street to complete the booking process. An Aug. 15 court date was set.

Felony threatening charge

Nicholas Lafond, 31, of 62 Cartier St., could enter no plea Thursday in Circuit Court-Manchester District Division to a felony charge of criminal threatening, so a probable cause hearing was set for July 30, so a judge can determine if there is sufficient evidence to send the case to the Hillsborough County North Grand Jury for possible indictment.

Lafond was arrested on a warrant that alleges he threatened to stab a person May 6 at 211 Pine St. At the time, Lafond allegedly was holding an open knife at his side.

Bail was set at $2,000 cash/surety, with conditions that include no contact with the alleged victim and not going to the Pine Street address.

Same charges

Medard Wasso Kindo, 26, who is homeless, was arraigned in Circuit Court-Manchester District Division Thursday on a warrant for his failure to appear in Salem District Division on charges of false report of an accident and operating without a license. He had already been scheduled to appear in Manchester District Division for a hearing on his failure to appear on identical charges brought by New Hampshire State Police after a stop in Manchester.

Bail was set at $1,000 personal recognizance bail and court dates for Wasso Kindo were set for July 9 in Salem and Aug. 4 in Manchester.
