Goffstown CIP committee review renovation request

GOFFSTOWN — A proposal to create a revenue collection office in Town Hall received a lukewarm reception from the Capital Improvements Program Committee.

Assistant Town Administrator Derek Horne presented a two-phased proposal that would be done over two years. The project had previously been proposed for 2012, 2013, and 2014 budgeting and as a combined project with the ADA wheelchair lift project.

During phase one the Town Clerk and Tax Collector’s offices would be combined to create a revenue collection office including customer service windows with hallway access. An interview room would also be created to allow employees to speak privately with clients. Phase one renovations were estimated at $81,940.

Phase two, proposed for the following year, would renovate the lower floor bathroom for accessibility and create secure storage space and a vault area at a cost of approximately $40,500.

Horne said the project would create a more efficient revenue collection process at Town Hall and allow for cross-training between the two offices to ensure more coverage and better customer service.

Chairman Barbara Griffin said she was familiar with the proposal. She asked Horne to submit more information including the current wait times in the offices and how cross training would affect the number of staff.

“If I hear a plan for renovations I want to hear what the need for renovation is, not ‘it’s been a long time and we’d like to do this,’” Griffin said.

Vice-chair Earl Carrell also asked for more information, adding that he could understand the need for some of the renovation.

“There’s a difference between wants and needs,” Carrell said. “I can see a couple of needs but most of this, in my view, is wants. Given the current economic climate I’m not sure wants really make it.”

Elizabeth Dubrulle, Budget Committee representative, said the current layout can be confusing and adds to customer frustration. While a more user-friendly format may be desirable, Dubrulle said she wasn’t sure about the price tag.

“Personally, I do see some merit in this,” Dubrulle said.

The CIP Committee will continue to meet with department heads through August.
