Goffstown board gives approval for storage facility

GOFFSTOWN — The planning board approved plans for a self-storage facility on Mast Road, with special consideration given to future development of the nearby rail trail.

The planning board began its review of the project Thursday by reconsidering its approval of an office building on a parcel awaiting the attorney general’s review.

The review is required because construction of the office building would affect the conservation easement on the parcel.

The hearing on the roughly 70,000-square-foot self-storage facility was able to continue because the part of the easement on that lot would not be affected by construction.

Applicants Stephen and Denise Langley presented a new alignment of the trail showing how the trail and headwall can fit within the easement area.

The Rail Trail Steering Committee and the Board of Selectmen had agreed that the proposal was a feasible solution.

Discussion turned to future expansion of the rail trail and who would pay for a required closed drainage system if the portion of the trail on the south side of the driveway was developed. Steve Langley said the cost of the site was “tremendous” and he would like to avoid unnecessary expense since it hasn’t been decided if the trail will be extended or who the owner may be if expansion happens five or 10 years down the road.

Board member Jim Raymond said he wouldn’t want to impair future rail trail expansion, and he felt language requiring the owners to pay for the drainage system was a fair compromise. At the very least, Raymond said, an easement allowing the town access to construct and maintain the system should be required. Chairman Barbara Griffin recalled that issues with some property owners had come up when rail trail construction began.

“Presented as it is now is neither egregious nor burdensome,” Griffin said of the language. “It is a known need and if the applicant goes forward they should put it in.”

The board decided against including language holding the owners responsible to pay for the drainage system if the rail trail is expanded in the future, with Griffin and Raymond in opposition.

Plans for the self-storage facility were approved with a number of conditions including a requirement to add the conceptual trail completion offered for the north side of the driveway to the final plan sheet.
