The case involves “John Doe,” a Manchester man who was found guilty in 1987 of sexually assaulting his teenage stepdaughter. Doe’s conviction predates the 1992 inception of the sex offender registry in New Hampshire. Now in his 60s, he is disabled, lives in a boarding house and has been deemed legally rehabilitated.
