Rochester man had threatened officers just before fatal shooting
ROCHESTER — The man shot to death by law enforcement officers on March 10 in a Rochester mobile home had threatened police just before he was killed. Foster's has learned that 34-year-old Benjamin Shannon's verbal threat to officers is at least part of what precipitated the fatal shooting.
