Carroll voters to decide on $1.5M operating budget
CARROLL — When voters go to the polls March 11, they’ll consider a 40-article warrant that took them just a little under two hours to set at the town’s deliberative session earlier this month.
Voters at the Feb. 4 deliberative session agreed on most articles with little discussion, according to minutes.
The largest warrant is the operating budget that voters, after making a slight correction, decided should be $1,511,488, or a 3 percent increase over last year’s appropriated amount of $1,462,522. If the proposed budget is defeated, last year’s budget, as the default budget, would go into effect.
Also, voters will consider a planning article that would bring the town into compliance with state law that requires two or more contiguous undeveloped lots owned by the same party to be combined into a single parcel.
The warrant asks voters to raise and appropriate $149,000 to buy a dump truck with plow; $91,620 to reimburse the Water Fund for monies used to make payments due in 2006 and 2007 on the loan approved at the 1993 Annual Town Meeting to improve the town’s water system; and to raise and appropriate $50,000 for expenses related to ambulance operations at Twin Mountain Fire Rescue.
At Town Meeting, voters will be asked to appropriate $40,000 to buy a new police vehicle; $24,000 to be placed into a fund to do a total revaluation of the town in 2017; and $6,993 for improvements to town hall to decrease fuel costs.
A petitioned article would establish a Highway Road Light Committee to review the existing road lighting on routes 302, 115 and 3 to determine if some lights could be shut off to reduce the town’s $18,000 lighting budget without jeopardizing safety.
Among other business, voters will be asked to appropriate $2,000 for the Coalition Communities in Portsmouth. The group consists of 36 communities and is opposed to the “re-establishment of donor towns” and to keeping the statewide property tax as a means of funding public education.
