BAE loses bid for Navy's radar jammers
The watchdog agency ruled that the Navy failed to reasonably evaluate technical risk and ignored evidence of significant weakness in the Raytheon bid; improperly credited Raytheon with outdated experience while understating BAE Systems’ experience; and conducted improper discussions with Raytheon after proposals were submitted.
The Navy agreed to reconsider all three original bids from Raytheon, BAE and Northrop Grumman, and on Jan. 17 announced that it was re-awarding the contract to Raytheon.
