Any time there is a proposed change to marijuana laws or rules, approximately 500 different arguments are made over minutiae of the changes. Oh, this would not be perfect, they all argue. Each of the 500 arguments wins people over to their thinking and the result is no changes are ever made. The failed policies remain in place, over minutiae. Imagine if other real world issues were dealt with like this. We would never mow our lawn because some people feel that it we did we would cut the grass too close to the hedges, where other people would argue that we should cut in a clockwise versus counterclockwise direction. So we would just never cut our lawn.
