Fouling Manchester Dog owners, do it no more

Starting on Wednesday, Manchester dog owners will have to pick up after their pets. How many will, though?
The city has had a dog-fouling ordinance for years. Signs were posted notifying dog owners that they were required to pick up whatever mess their dogs left behind. But it was virtually impossible to enforce.
The old ordinance required a law enforcement officer to witness the dog do its business and the owner leave it. Because only an officer-witnessed pooping could result in a violation, there might as well have been no ordinance at all. Irresponsible dog owners ignored the ordinance, which was as toothless as the Abominable Snow Monster after Hermey the dentist got through with him. At long last, aldermen removed the officer observation provision earlier this month. Now dog owners must carry with them the means of removing and disposing of their dog’s little gifts, and they must do the removal on the spot. Leaving the mess qualifies as a violation regardless of whether an officer witnessed it. So dog owners, you are on notice. No more letting the dog dump-and-run.
Though it is a shame that the city needs an ordinance to enforce basic civility, it is nice to know that Manchester will start to look and smell a bit better in 2014.
