Dover plans to use grant to help property owners reduce flood insurance costs

DOVER — The city plans to use a $7,500 grant to help spread awareness about floodplains in an effort to reduce flood insurance premiums.

The grant, awarded by the Northeast Regional Ocean Council’s (NROC) New England Coastal Community Resilience Initiative, will help the city distribute information — via pamphlets that will be available online in early 2014 — about floodplain management and Dover’s involvement in the National Flood Insurance Program (NFIP), according to a news release by the city’s Planning and Community Development Department.

The city intends to inform property owners and interested parties about the current floodplain management program, including the minimum development regulations and use restrictions, loss prevention tips and the “link between strong floodplain management and effective adaptation to sea level rise,” Assistant City Planner Tim Corwin said in the release.

The grant will also allow the city to distribute updated pamphlets to affected residents and businesses for two years and serve as the starting point to apply to the NFIP Community Rating System (CRS), according to the release.

“Participation in the CRS, which requires demonstration that the city has a robust, active and effective floodplain management program, will bring potentially significant costs savings to our property owners in the form of reduced flood insurance premiums,” Corwin said in the release.

The city hopes to complete its application to the CRS program during the next year, according to the release.

“Only a handful of New Hampshire communities have been accepted for participation in the CRS and we look forward to being included among them,” Corwin said.
