Rochester hospital: Door slammed shut to Anthem's ACA network

ROCHESTER — Frisbie Memorial Hospital is taking legal action to gain access to the Affordable Care Act (ACA) network developed by Anthem Insurance.

"The door to Obamacare was slammed shut and we are blocked from participating," explained Al Felgar, CEO of Frisbie Memorial Hospital. "This not only drives a wedge between our physicians and the thousands of patients we serve, this decision jeopardizes our future operations as a hospital serving greater Rochester."

The hospital is appealing the decision blocking the hospital from the ACA network established by Anthem, the only insurance company to establish one in New Hampshire. Nine New Hampshire hospitals, including Frisbee, were excluded from the network.

Frisbie's attorneys filed a request for a special hearing with the state Department of Insurance to review and reconsider Anthem's decision to block it from the network of providers.

The hospital also is seeking any and all information regarding the process Anthem used to decide which hospitals would be allowed into the network and which ones would be excluded.

Frisbie said it asked Anthem for the same deal it gave the other hospitals and to open up a dialogue so it could gain access to the state's ACA system to no avail.

If a hearing is granted, Frisbie intends to request a state policy that allows any willing provider to be allowed good-faith negotiation with any insurance provider which sells medical insurance through the ACA.

A call to Anthem for comment was not immediately returned.
