NH high court to determine if reading text while driving is criminal; law doesn't bar practice


With the number of accidents caused by texting while driving on the rise, many wonder if stiffer penalties are necessary to deter drivers from using their phones. 




CONCORD, New Hampshire — Chad Belleville, of Barnstead, was driving to pick up Chinese food in December 2010 when he looked down at his cellphone to read a text message.
