Free State leader Ian Freeman survives Keene primary vote to win spot on Nov. 5 ballot

The city only holds a primary if at least one race has more than twice as many candidates as there are seats up for election. This year, the primary was triggered by the at-large race, where there were 11 candidates for five seats.
