NH one of 35 states where welfare pays better than $15/hour job

This is an update to a 1995 Cato study that shows in many states, it's better to be on government assistance than to have an entry level job. Cato's analysis found that in 35 states welfare pays more than a minimum wage job, and in 13 states, it pays more than a $15-an-hour job.
