An International Paralympic Committee appeals board has upheld the disqualification of Victoria Arlen of Exeter from participating in the Paralympic World Swimming Championships in Montreal next week, the group said in a statement released Friday.

At the 2012 Paralympic Games in London last year, Arlen won a gold medal with a record-setting performance in the 100-meter freestyle swimming event. She won three other medals in the games.

Following the games, the IPC instructed the U.S. Olympic Committee to provide a medical report on Arlen's impairment.

A 2013 graduate of Exeter High School, Arlen was stricken with a rare neurological ailment when she was 11. The disorder attacked her spinal cord and left her in a coma for two years.

The USOC provided the requested report to IPC Swimming, the sport's governing body, on June 24.

"The medical report has been reviewed by five independent medical experts," the IPC said in a statement released Friday night. "All are in agreement that the report, its assessment and its diagnosis fail to provide sufficient evidence of an eligible impairment leading to permanent or verifiable activity limitation."

The IPC decision was appealed by the USOC to the IPC Board of Appeal of Classification. On Friday, the board upheld the decision to disqualify Arlen from the upcoming world championships.

Arlen could not be reached for comment.
