Winchester resident says new asphalt plant seeking 5-year permit making life miserable

His wife, who recently died, had chronic obstructive pulmonary disease and cancer and with the plant in operation she couldnít go outside, and they couldnít open any windows in the house, he said. ďI canít say it contributed to her death, but it sure as hell didnít help anything,Ē he said.
