DERRY - A plan to build a two-family home on a lot that already contains a single-family home has raised questions from some members of the Planning Board concerning density and definitions of the structures.
Last week, the board approved a lot line adjustment for lots at 20 and 22 Lennox Road. The adjustment was the first step for the owner of the home at 22 Lennox Road to build a new two-family home on the property.
The lot line adjustment was initially approved in early March but the board then moved to reconsider the lot line adjustment when several members said they were concerned about the project that would have moved forward after the adjustment was approved.
"I moved for the reconsideration of the lot line adjustment after the approval because of concerns about the increase of the density in the neighborhood," said Town Administrator John Anderson.
On the second go round, the Planning Board approved the lot line adjustment, but moved to table the discussion on the plan for the multi-family home on the property after board member Randall Chase raised concerns about the definition of a multi-family home.
According to Chase, a multi-family home is one for three or more families. He said a two-family home is considered a duplex, and with a pre-existing home on the lot already, the plan would by definition be considered a subdivision.
Although Chase and Anderson had concerns about the increased density of the project, both abutters on Lennox Road, as well as the school district provided letters stating they had no issues with the project. The parcel at 22 Lennox Road abuts the Grinnell Elementary School.
"I think (Chase) is onto something here and we should table it so we can have further discussion regarding the zoning regulations and definitions relative to multi-family housing," said Anderson. "My concern with this proposal all along is that we are talking about two buildings on one lot and one is a nonconforming, pre-existing building."
The Planning Board agreed to table the hearing on the proposal until May 15 and also scheduled a site walk for the property on April 20.
