New London police chief resigns over incident with female


NEW LONDON - Police Chief David Seastrand resigned Thursday as part of a negotiated agreement with the Attorney General's Office after a female who was under arrest claimed Seastrand asked her to pose for nude pictures in exchange for her freedom.

Seastrand, who earlier in the week announced his retirement to the town at the end of the month for unspecified reasons, has been a member of the New London Police Department for 27 years and has been chief since 1995.

In a press release, Attorney General Michael A. Delaney announced that "pursuant to the terms of a negotiated disposition with the Attorney General's Office, David Seastrand resigned his position as the New London chief of police earlier today. In addition, Seastrand permanently relinquished his certification as a police officer."

On March 6, 2013, a complaint was made with the Attorney General's Office regarding Seastrand's interaction with an adult female who had been arrested a few days prior. The complainant alleged that Seastrand indicated her charges would be dropped if she allowed him to take a series of nude photographs of her. Based on the complaint, a criminal investigation was initiated.

On Thursday, Seastrand agreed to immediately resign as the chief of police and permanently relinquish his certification as a police officer.

"Given this resolution, the state's investigation will be concluded and criminal charges will not be brought in regard to Seastrand's conduct on March 6," Delaney said.
