Senate kills wind-farm moratorium

CONCORD - The Senate Thursday refused to back a one-year moratorium pushed by opponents of the Northern Pass transmission project and numerous wind farm projects.

Instead the Senate voted 23-1 to establish two study committees to review the state Site Evaluation Committee's ability and capacity to do its job and the criteria for siting wind farms, new electric generation and transmission facilities.

Senate Bill 99 would have imposed a one-year moratorium on projects needing SEC approval, but was changed by the Senate Energy and Natural Resources Committee to apply only to wind farms.

The change angered opponents of the Northern Pass transmission project to bring Hydro Quebec electricity to New England through New Hampshire, who said they were blindsided by the committee last week.
