Portsmouth Herald: Department heads' budget requests are insensitive
If legislators were to agree to fund department budgets in the amounts requested, perhaps as a result of smoking crack, it would mean the state's operating budget for the next two years would increase by more than 19 percent. The state Department of Health and Human Services alone is looking for a 26 percent increase in its budget.
