Child rapist denied medical parole

CONCORD — A former martial arts instructor at Newmarket Junior/Senior High School, convicted in 2006 of 10 counts of child rape, was denied a medical parole on Thursday.
Keith Ingraham, 62, of Newmarket is serving up to 35 years in prison for raping a child younger than 16.
He sought a medical parole because he has cost the state more than $650,000 in medical costs since 2008.
His plan was to move to a rooming house in Manchester within walking distance of a new kidney dialysis center.
But parole board members Pierre J. Morin, Leslie Mendenhall and M. Kathryn McCarroll said the fact he could walk to the kidney dialysis center showed he could also walk right back into a young girl's life and ruin it.
Had Ingraham said he was going to a secure facility where he would not be ambulatory, that would be one thing, “but you are still completely independent. The only issue here is what it is going to cost the state. I feel that the public safety issue trumps anything else,” said Morin.
The parole board unanimously agreed that the issue was one of public safety versus public cost.
Cindy Domenici, medical parole adviser, told the board Ingraham is undergoing kidney dialysis three times a week at $270 per session, which is down from about $900 a session with a newly negotiated state contract
He has accumulated other expenses of up to $650,000, she said.
Ingraham ran a program for at-risk students at Newmarket Junior/Senior High School and the town's recreation center.
The victim's parents wrote a letter to the board.
“It is our strong belief that Keith Ingraham should be kept behind bars,” they said.
“He wasn't just some stranger in the night that came and violated our child, he was much more sinister than that. He lived a lie, put on a charade as a supposed close, dear friend of our family.” Then he ruined a childhood, they said.

But the facts, yes the FACTS that your father never denied during trial, spoke for themselves! The most disgusting thing about your words Josh...your father taking blame for a weak family that cared too much...is absolutely disgusting! If we were a weak family how did we take advantage of him? Your father was able to run a taekwondo class with dozens of students, administer tests and training, and also run a huge after school day care program, plus taekwondo classes after hours and raise a family of 3 kids and also work on building a new building for the business, yet HE was taken advantage of by a 14 yr old girl who looked up to him and his prestige in the martial arts community and which he also pretended to be such a friend to our family! You disgust me Josh Ingraham! That's right, she was 14 when he started his grooming and manipulation and worked if for almost 3 yrs! Yeah Josh...he cared too much..too much abut his own perverted and sick sexual desires! What about the other girls he tried this on..I guess they all took advantage of him too. He's so innocent yet he waves a jury trial Josh. Do you know why...cause he knew his family and others in the community would have to sit and listen to all the disgusting and perverted acts he committed!

He was promising to marry her had give her the world on top of everything!

His own family was starting to get badgered and belittled by him when they started getting suspicious and questioning him. He hugged me with the very same hands that he felt up and molested my daughter with Josh!! The facts are 100% clear and irrefutable. I suggest you let go of denial and face the reality of what happened and who and what your father really is! He deserves to be where he is and he will never take responsibility or have remorse for anything he did, and that's why he deserves to STAY where he is! He's missing out on a lot, but that's his own fault and he shud have thought about that before he put his perversions above everything and everyone! My daughter missed out on what its like to be a normal young teen and not have mental scars that will haunt her for life, and shell never get those years back. Shame on you Josh and shame on anyone else who tries to justify a 57yr old community leader manipulating and molesting an innocent 14yr old girl who SO looked up to this sorry excuse of a man!
