Bank and fast-food restaurant proposed in Plymouth

PLYMOUTH — Plans to build a bank and fast-food restaurant at the corner of Highland Street and the Tenney Mountain Highway will go before the planning board Aug. 16.

The commercial development subdivision is being sought by a Gilford developer for the land because it lies within the 100-year floodplain.

Mike McGinley of Riverside Landing LLC wants to develop the properties into two lots, each with less than two acres, and leave about 70 acres for future development.

The plan was expected to go to a public hearing in July, but McGinley asked for an extension, said town planner Sharon A. Penney.

Part of the property contemplated for the project was proposed for a Lowe’s superstore several years ago. The application does not specify the names of the bank or fast-food chain.

The Lowe’s project had gone through a lengthy process including a Supreme Court appeal on floodplain issues, but was eventually permitted, Penney said. Permitting was approved, but it expired in May, she said. She said McGinley has recently bought adjacent land and has a phased plan.

The location is across the street from a CVS pharmacy and a Burger King and would include changing a three-way lighted intersection into a four-way intersection.

Northpoint Engineering LLC of Pembroke, on behalf of the project developer, indicated the parcel totals almost 74 acres and is entirely in the floodplain. There are currently no buildings on the property.

The project would involve filling in 13 acres of the front portion of the site, which is adjacent to the Baker River, according to plans on file in town hall.

Penney said there are no zoning issues and the developer’s proposal meets all town zoning ordinance requirements for frontage and lot size. More details about the project will be revealed at the site-plan stage, she said.

The notice at town hall indicates one building would be about 4,000 square feet and the other about 2,300 square feet.
