Additionally, a study conducted for the New Hampshire legislature showed that neighboring state energy loan programs had default rates much lower than the typical unsecured default rate of 3.5% and concluded that the data shows that, `the perception that energy loans carry an unacceptable level of risk is incorrect.' ”
