CONCORD - Negotiators on a photo identification bill for voters stumbled over the issue of student identification cards Tuesday.

The House believes only a few types of identification such as a driver’s license or military ID would be acceptable, while the Senate has a broader range of acceptable identification.

The two sides agreed to implement the photo-identification requirement for the general election in November, but the Senate’s chief negotiator, Sen. Russell Prescott, R-Kingston, left little doubt the House will have to make some significant adjustments or there will be no agreement.

He noted the Senate version has the support of the city and town clerk’s association, the Secretary of State, and also has bipartisan support. He said Gov. John Lynch has told Senate Majority Leader Jeb Bradley, R-Wolfeboro, he would sign the bill.

“We know the House version is going to have trouble,” Prescott said. “If we can’t get some real progress, I don’t see any reason for another meeting.”

But the House’s chief negotiator, Rep. David Bates, R-Windham, said the Senate version has no meaningful deterrents or safeguards against election fraud.

“Our whole system of self-governance rests on the election process,” Bates said. “If that process is corrupted, our whole government is corrupted.”

Negotiators will meet Wednesday at 8 a.m.
