CONCORD - A House committee voted 13-7 Thursday to require more stringent standards before voters obtain a ballot at the polls.

The House amendment to a Senate-passed bill would require photo identification and local election officials to photograph those without a photo ID.

The committee plan would also limit appropriate identification to a driver's license, a state-issued identification card, a military ID or a passport. The Senate bill allows student and government identification cards as well.

State and local election officials have said the provisions of the bill will be impossible to implement in time for this year's election.
